It is in this manner that we want to reform the Electoral
College System in the United States in this 21st century.
Summary Of Our Approach And Method
NOTE:
IAFFECT's ultimate goal is to refrom the American Electoral College System. To
get there, however, a lot needs to happen, the first being A NATIONAL DEBATE about
how to reform this no-longer-adequate "College." So, IAFFECT's interim goal is
to help develop and support the processes that foster such a COMPREHENSIVE debate.
We are sure there are many opinions and many methods as to how to reform the Electoral
College. What follows is IAFFECT's opinion, approach, and method. In a way, by
presenting our solution, "totally," we are inviting others to present their way
of reforming this system--and we are sure they will give it lots and lots of thought,
as IAFFECT did.
Our approach does not throw out the baby with the
bath water. Our Electoral Points System (EPS):
- gets rid of the "winner-take-all" regime of the
Electoral College
- gets rid of the need for an actual assembly of
Electoral College deligates
- rewards electoral participation by all citizens
- builds into the electoral process a "run-off"
election in case of close races
In the EPS, Electoral Points (EP) determine who is
eligible to become President. It is a system that may APPEAR to be a bit complicated,
but is in fact quite simple. Here is how it works:
- The Electoral Points (EP), for each state, are
composed of 2 Senatorial Points, plus X number of Congressional Points (as
in the present Electoral College System), plus 1 to 5 Participation Points,
which are based on voter turnout (see NOTE below).
- The Electoral Points (EP), for each candidate,
are made up of the EP, for the state, divided proportionally among the candidates,
on the basis of their share of the popular vote in the state.
- The Electoral Points (EP) for all candidates are
then added up nationally, and the candidate who has earned 51% of the Electoral
Points becomes eligible to win the Presidency.
- If a candidate wins 51% of these Electoral Points
AND wins the highest number of the popular votes nationally, s/he wins the
Presidency outright. However, if no candidate reaches the 51% threshold in
the Electoral Points, or if a candidate wins 51% of the Electoral Points,
but fails to win the highest number of the national popular votes, then the
top 2 winners of the Electoral Points will face each other in a national run-off
election, in which the candidate who gets the larger number of the popular
votes will become President.

according to the following formula:
